Minnesota Gov. Tim Walz has enacted a curfew in the Twin Cities metro counties Monday night after a Brooklyn Center police officer fatally shot a 20-year-old Black man during a traffic stop, fueling an evening of protests and unrest.
Walz joined Minneapolis Mayor Jacob Frey, St. Paul Mayor Melvin Carter and law enforcement officials to announce a state of emergency and a curfew in Hennepin, Ramsey and Anoka counties, which will go from 7 p.m. Monday until 6 a.m. Tuesday. Certain essential workers will be exempt from the curfew.
The announcement comes hours after Brooklyn Center's police chief released body camera footage of the fatal shooting of Daunte Wright, and while the trial of former officer Derek Chauvin in nearby Minneapolis begins its third week.
Police Chief Tim Gannon on Monday said that he believes the officer who shot Wright during the traffic stop accidentally discharged her firearm. He said he believes the officer, who's now on administrative leave, meant to fire a Taser.
Officers conducted a traffic stop before 2 p.m. Sunday due to expired tags, according to Gannon. During the stop, officers obtained Wright's ID and discovered an outstanding warrant. They then attempted to take him into custody. At some point Wright got back into his car, and one of the officers fired their gun and struck him, law enforcement officials said.
According to a press release from the Brooklyn Center Police Department, the vehicle then traveled "several blocks" before colliding with another vehicle.
In the body camera footage, an officer can be heard immediately telling the other officers at the scene, "I just shot him."

(Apr. 13) A white police officer who fatally shot a Black man during a traffic stop in a Minneapolis suburb resigned Tuesday, as did the city’s police chief — moves that the mayor said he hoped would help heal the community and lead to reconciliation after two nights of protests and unrest.
The resignations from Officer Kim Potter and Police Chief Tim Gannon came two days after the death of 20-year-old Daunte Wright in Brooklyn Center. Potter, a 26-year veteran, had been on administrative leave following Sunday’s shooting, which happened as the Minneapolis area was already on edge over the trial of an officer charged in George Floyd’s death.
Brooklyn Center Mayor Mike Elliott said he was “appreciative” that Potter submitted her resignation but that he had not asked for it nor accepted it. It wasn’t immediately clear what that would mean.
A decision on whether prosecutors will charge Potter could come as soon as Wednesday. Meanwhile, the cities of Minneapolis and St. Paul imposed 10 p.m. curfews. A Brooklyn Center city spokeswoman didn’t immediately respond to a message on whether the city would have a curfew.
Gannon has said he believed Potter mistakenly grabbed her gun when she was going for her Taser. She can be heard on her body camera video shouting “Taser! Taser!” However, protesters and Wright’s family members say there’s no excuse for the shooting and it shows how the justice system is tilted against Blacks, noting Wright was stopped for expired car registration and ended up dead.
Elliott said at a news conference that the city had been moving toward firing Potter when she resigned. He said he hoped her resignation would “bring some calm to the community,” but that he would keep working towards “full accountability under the law.”
“We have to make sure that justice is served, justice is done. Daunte Wright deserves that, his family deserves that,” Elliott said.
Activists who attended the news conference called for sweeping changes to the Brooklyn Center Police Department and sharply criticized the acting police chief, Tony Gruenig, for not yet having a plan.
Elliott said the department has about 49 police officers, none of whom live in Brooklyn Center. He said he didn’t have information on racial diversity at hand but that “we have very few people of color in our department.”
The modest suburb just north of Minneapolis has seen its demographics shift dramatically in recent years. In 2000, more than 70% of the city was white. Today, a majority of residents are Black, Asian or Latino.
Wright was stopped for having expired license plates. Police then tried to arrest him on an outstanding warrant after failing to appear in court on charges that he fled from officers and possessed a gun without a permit during an encounter with Minneapolis police in June.
Body camera footage released Monday shows Wright struggling with police when Potter shouts, “I’ll Tase you! I’ll Tase you! Taser! Taser! Taser!” She draws her weapon after the man breaks free from police outside his car and gets back behind the wheel.
After firing a single shot from her handgun, the car speeds away, and Potter says, “Holy (expletive)! I shot him.”
Wright died of a gunshot wound to the chest, according to the medical examiner.
Protests began within hours.
In her one-paragraph letter of resignation, Potter — a 26-year veteran — said, “I have loved every minute of being a police officer and serving this community to the best of my ability, but I believe it is in the best interest of the community, the department, and my fellow officers if I resign immediately.”
Wright’s father, Aubrey Wright, told ABC’s “Good Morning America” that he rejects the explanation that Potter mistook her gun for her Taser.
“I lost my son. He’s never coming back. I can’t accept that. A mistake? That doesn’t even sound right. This officer has been on the force for 26 years. I can’t accept that,” he said.
Chyna Whitaker, mother of Daunte’s son, said at a news conference that she felt police “stole my son’s dad from him.”
The Minnesota Police and Peace Officers Association said in a statement Tuesday that “no conclusions should be made until the investigation is complete.”

Brooklyn Center police say officers pulled over the driver, who they say had an outstanding arrest warrant, just before 2 p.m. on the 6300 block of Orchard Avenue As officers were trying to arrest the driver, police say they tried to get back inside their vehicle An officer then shot the driver, who then drove for “several blocks” before hitting another vehicle in the area of 63rd Avenue North and Kathrene Drive No one in that vehicle was hurt

This deadly police encounter comes just one day before the start of week three in the trial of Derek Chauvin, the now-former Minneapolis police officer charged in the death of George Floyd.
A crowd began to gather at the scene in Brooklyn Center later in the afternoon, including several people who had attended a St. Paul rally earlier in the day for the families of people killed by police. At one point, just after 6 p.m., protesters tore down crime scene tape, with the crowd and the victim’s family demanding answers from law enforcement.
The victim’s mother spoke to the crowd, who said her son — 20-year-old Daunte Wright — had been killed by police. She said Wright’s girlfriend was in the car with him at the time of the traffic stop. Police say that woman suffered non-life threatening injuries in the crash, and was taken to North Memorial Health.
Wright’s mother said her son called her to say, “Mom, I’m getting pulled over,” and, “They’re asking about insurance.” She said she then heard officers telling him to get out of the car. When he asked why, officers told him they would explain once he got out of the vehicle. She said officers then told him to put his phone down, and then she heard someone telling her son not to run.

In 2015, the founder of a website called the Silk Road was sentenced to life in prison. The billion-dollar black market site was once the premiere online bazaar for drugs and other contraband, but it remained hidden from casual internet users for years because of something called the dark web.
Here’s how that dark side of the internet actually works.
Anatomy of the internet
If you think of the web like an iceberg, you have the surface web up top. It’s the internet you see and use every day and consists of all the websites indexed by traditional search engines like Google. It’s where you shop on Amazon and listen to music on Spotify.
What’s submerged is the deep web — an anonymous online space only accessible with specific software. Then there’s the dark web, which is the part of the deep web that hides your identity and location.
It’s basically just “a series of encrypted networks that serve to anonymize peoples’ use on the internet,” said Matthew Swensen, a Special Agent for the Department of Homeland Security with an expertise in cyber crimes.
It’s relatively easy for anyone to access this encrypted network. All it takes is downloading darknet software. Swensen said the most common dark web networks are Tor, I2P, and Freenet, but “Tor is, by far and away, the most popular.”
Tor
Tor stands for “the onion routing project.” It was developed by the U.S. Navy for the government in the mid-1990s. But it was open-sourced in 2004, and that’s when it went public. Tor is now the dark web browser that the vast majority of people use to anonymously surf the internet.
To understand how Tor actually works you need to know what happens when you typically search the web. Think of your IP address as an online identity. Any device you use to connect to the internet has one. Each time you visit a website, you can be traced back to your exact location thanks to that IP address.
The Tor browser looks like any other, except that there’s a whole lot happening that you don’t see. Instead of your connection request bouncing from its origin right to its destination, Tor sends your request on a much more roundabout route.
Let’s say you’re in New York and you want to search a site hosted in New Jersey. Instead of connecting you directly, the Tor browser takes you on at least three random detours called relays. Your request could go from New York to South Africa, from South Africa to Hong Kong and from Hong Kong to New Jersey.
Tor is comprised of people from all over the planet who are donating their computers to the network. It has more than 7,000 relays to choose from. Bouncing your request around to random computers all over the world makes it much harder for people to find you.
Software firm Hyperion Gray put together a map showing all 6,608 dark web sites crawled during January 2018. Each screenshot is a site, and the content ranges from the nefarious to the noble.
For some users — like journalists or whistleblowers — the dark web is about identity protection. It’s where individuals can share anonymous tips with the press on secure drop sites. But more often than not, it’s tied to the world of cybercrime. Special agents like Swensen are looking for the kinds of users who want this full cloak of anonymity in order to mask their illegal activity.
Putting a stop to this kind of crime has been described as a “never-ending game of whack-a-mole” for law enforcement. But even with the odds seemingly stacked against it, the anonymity of the dark web can sometimes play to the law’s advantage. No ID and no location means you never really know who’s communicating with you.
