Protesters broke windows, threw rocks and other projectiles at police and lit a dumpster fire at the Penumbra Kelly building on East Burnside on Monday night in Portland. Officers shot crowd-control munitions, including smoke canisters, at the crowd.

Portland saw over 100 nights of protests following the death of George Floyd on Memorial Day. Demonstrators have rallied around issues that include police brutality, racial inequity and the defunding of police.

(Apr. 13) A white police officer who fatally shot a Black man during a traffic stop in a Minneapolis suburb resigned Tuesday, as did the city’s police chief — moves that the mayor said he hoped would help heal the community and lead to reconciliation after two nights of protests and unrest.

The resignations from Officer Kim Potter and Police Chief Tim Gannon came two days after the death of 20-year-old Daunte Wright in Brooklyn Center. Potter, a 26-year veteran, had been on administrative leave following Sunday’s shooting, which happened as the Minneapolis area was already on edge over the trial of an officer charged in George Floyd’s death.

Brooklyn Center Mayor Mike Elliott said he was “appreciative” that Potter submitted her resignation but that he had not asked for it nor accepted it. It wasn’t immediately clear what that would mean.

A decision on whether prosecutors will charge Potter could come as soon as Wednesday. Meanwhile, the cities of Minneapolis and St. Paul imposed 10 p.m. curfews. A Brooklyn Center city spokeswoman didn’t immediately respond to a message on whether the city would have a curfew.

Gannon has said he believed Potter mistakenly grabbed her gun when she was going for her Taser. She can be heard on her body camera video shouting “Taser! Taser!” However, protesters and Wright’s family members say there’s no excuse for the shooting and it shows how the justice system is tilted against Blacks, noting Wright was stopped for expired car registration and ended up dead.

Elliott said at a news conference that the city had been moving toward firing Potter when she resigned. He said he hoped her resignation would “bring some calm to the community,” but that he would keep working towards “full accountability under the law.”

“We have to make sure that justice is served, justice is done. Daunte Wright deserves that, his family deserves that,” Elliott said.

Activists who attended the news conference called for sweeping changes to the Brooklyn Center Police Department and sharply criticized the acting police chief, Tony Gruenig, for not yet having a plan.

Elliott said the department has about 49 police officers, none of whom live in Brooklyn Center. He said he didn’t have information on racial diversity at hand but that “we have very few people of color in our department.”

The modest suburb just north of Minneapolis has seen its demographics shift dramatically in recent years. In 2000, more than 70% of the city was white. Today, a majority of residents are Black, Asian or Latino.

Wright was stopped for having expired license plates. Police then tried to arrest him on an outstanding warrant after failing to appear in court on charges that he fled from officers and possessed a gun without a permit during an encounter with Minneapolis police in June.

Body camera footage released Monday shows Wright struggling with police when Potter shouts, “I’ll Tase you! I’ll Tase you! Taser! Taser! Taser!” She draws her weapon after the man breaks free from police outside his car and gets back behind the wheel.

After firing a single shot from her handgun, the car speeds away, and Potter says, “Holy (expletive)! I shot him.”

Wright died of a gunshot wound to the chest, according to the medical examiner.

Protests began within hours.

In her one-paragraph letter of resignation, Potter — a 26-year veteran — said, “I have loved every minute of being a police officer and serving this community to the best of my ability, but I believe it is in the best interest of the community, the department, and my fellow officers if I resign immediately.”

Wright’s father, Aubrey Wright, told ABC’s “Good Morning America” that he rejects the explanation that Potter mistook her gun for her Taser.

“I lost my son. He’s never coming back. I can’t accept that. A mistake? That doesn’t even sound right. This officer has been on the force for 26 years. I can’t accept that,” he said.

Chyna Whitaker, mother of Daunte’s son, said at a news conference that she felt police “stole my son’s dad from him.”

The Minnesota Police and Peace Officers Association said in a statement Tuesday that “no conclusions should be made until the investigation is complete.”

Brooklyn Park Murder Victim Identified

Authorities have now identified the victim of a Brooklyn Park homicide case. The Hennepin County Medical Examiner says 42-year-old Verneice Abrams of Watertown, Minn., died after she was shot in the stomach.

The incident happened Wednesday, Aug. 21, at about 4:20 p.m. in the parking lot of Gold Key Mall near Zane Avenue and Brookdale Drive. Police called the case “particularly concerning” given that it happened in broad daylight.

James Hill, 31 of Minneapolis, was charged with second-degree murder. Police say he stole a purse after shooting the woman and escaped with the help of two other suspects.

According to the criminal complaint, Hill approached Abrams and the two hugged as they entered a hair salon. Hill then asked the woman to come outside so he could “show her something,” the complaint said. Witnesses inside the salon then heard a pop or bang moments later.

Surveillance video shows the suspect and the woman appearing to get into a struggle next to a gray SUV parked near the salon. Hill is seen grabbing the woman’s purse and getting into the passenger side of the vehicle as it drives away, the complaint said.

Police later traced the vehicle to an address in Minneapolis. At that address, police conducting surveillance stopped a vehicle pulling out of the residence. They noticed the man inside was wearing the same clothing seen on surveillance video. The gray SUV was also parked behind the residence, the complaint said. Police executed a search warrant of the SUV and recovered the victim’s credit card and an inhaler the victim had. A search of the address also led to the recovery of the victim’s purse. Officers also recovered a cartridge casing in the parking lot that matched the weapon found in the vehicle that police stopped.

The criminal complaint says the victim was shot in the abdomen. She later died at North Memorial Health Hospital. Authorities had not yet released her name as of Friday afternoon.

Hill is scheduled to appear in court on Monday. A woman, identified as the driver of the SUV, is also charged. Deshawn Slaughter, 31, of Minneapolis is charged with aiding an offender. A third suspect, Thomas Spencer, 34, of Minneapolis, is also accused of aiding Hill during the crime.

Brooklyn Center police say officers pulled over the driver, who they say had an outstanding arrest warrant, just before 2 p.m. on the 6300 block of Orchard Avenue As officers were trying to arrest the driver, police say they tried to get back inside their vehicle An officer then shot the driver, who then drove for “several blocks” before hitting another vehicle in the area of 63rd Avenue North and Kathrene Drive No one in that vehicle was hurt
The driver was pronounced dead at the scene. Police say the officers involved were believed to be wearing activated body cameras at the time of the shootingvvv

This deadly police encounter comes just one day before the start of week three in the trial of Derek Chauvin, the now-former Minneapolis police officer charged in the death of George Floyd.

A crowd began to gather at the scene in Brooklyn Center later in the afternoon, including several people who had attended a St. Paul rally earlier in the day for the families of people killed by police. At one point, just after 6 p.m., protesters tore down crime scene tape, with the crowd and the victim’s family demanding answers from law enforcement.
The victim’s mother spoke to the crowd, who said her son — 20-year-old Daunte Wright — had been killed by police. She said Wright’s girlfriend was in the car with him at the time of the traffic stop. Police say that woman suffered non-life threatening injuries in the crash, and was taken to North Memorial Health.

Wright’s mother said her son called her to say, “Mom, I’m getting pulled over,” and, “They’re asking about insurance.” She said she then heard officers telling him to get out of the car. When he asked why, officers told him they would explain once he got out of the vehicle. She said officers then told him to put his phone down, and then she heard someone telling her son not to run.
